The new development concessions system in MotoGP has been approved and revealed, which will take effect starting from the testing day tomorrow in Valencia. The rules have passed through the Grand Prix Commission.
The system regulates testing days and riders, the number of wildcards, engines and tires, as well as engine specifications and freezes, aerodynamic updates. The manufacturers are classified into four groups (A, B, C, and D) according to the percentage of maximum possible points to be in each window.
There are two windows in which performance is evaluated: from the first to the last round of a season and from the first round after the summer test ban to the last race before the summer test ban of the following season. In this way, concessions can be acquired or lost more quickly, aiming to balance the competitive level.
If a constructor changes groups during the second window, the limits on test tires, the pilots allowed to run in private tests, the number of wildcards permitted, and aerodynamic updates will be immediately adjusted. In the case of a downgrade from group C to group D, the engine allowance is increased, a free engine specification is granted, and an additional aerodynamic update is allowed if a previous one is discarded. If a team moves up from group D to group C, the engine quantity allowed is only reduced in the following season, and an engine freeze comes into effect if the constructor does not return to group D by the end of the season.
These will be the concessions under the new system:

- Group C (Between 35% and 60% of points)
- Test tires 220
- Private tests: Only with test drivers

- Group D (Less than 35% of points)

The wildcards in groups C and D are not subject to the engine specification freeze, with a limit of three wildcards before the summer testing ban and another three after that period. Regarding the aerodynamic updates in group D, despite being two, it is necessary to discard a previous specification.
